Rules of Anja Mäntylä Fund

The aim of the Fund is to promote and enhance education, research and development activities in the social sector in South Ostrobothnia.

The principles and practices governing the operation of the Administrative Committee and activities of the Agent of Anja Mäntylä Fund have been recorded in the Operating rules. The Operating rules are approved and any changes to them are made by the Board or Directors of Seinäjoki University of Applied Sciences based on a proposal made by the Administrative Committee of the Fund.

Rules of Anja Mäntylä Fund

The rules were approved by the Board of Directors of Seinäjoki University of Applied Sciences on 24 November 2022 (section 63).

1 Name of the Fund

The name of the fund is Anja Mäntylä Fund.

2 The basic capital of the Fund and accumulating it

The Fund was set up in 2008 with the bequest made by Anja Mäntylä, Bachelor of Social Services. The endowment capital determined in the estate inventory deed is EUR 395,000.

The Fund can be accumulated with donations and bequests made to the Fund. The interests and any other income that have not been used are added to the capital of the Fund.

3 Purpose of the Fund

The purpose of the Fund is to promote and develop education in the social sector and research and development activities in the field in South Ostrobothnia.

4 Management and maintenance of the assets of the Fund

The assets of the Fund are included in the funds of Seinäjoki University of Applied Sciences. They are kept in separate bookkeeping accounts and separated from the other funds of Seinäjoki University of Applied Sciences to the extent money from the Fund is awarded to parties external to Seinäjoki University of Applied Sciences.

The investment assets of the Fund are governed by the investment principles approved by the Board of Directors of Seinäjoki University of Applied Sciences and the maintenance of the Fund is coordinated by the Financial Services of Seinäjoki University of Applied Sciences. Investment activities are monitored together with the Administrative Committee of the Fund.

The assets in the Fund are managed by the Financial Services of Seinäjoki University of Applied Sciences.

5 Using the resources of the Fund

The Fund may also promote the development of education and research environments. The resources of the Fund must not be used for purposes other than the purpose determined in these Rules.

Scientific grants, scholarships for students and operational grants for purposes that promote scientific activities in the social sector and activities developing the sector can be awarded from the Fund to parties external to Seinäjoki University of Applied Sciences. For example, such activities include research and development projects, the building of a development network, publishing activities, training events and the development of training and research environments.

Seinäjoki University of Applied Sciences is the main implementer of education and RDI activities in the social sector in South Ostrobothnia. Money from Anja Mäntylä Fund can be awarded to activities implemented by Seinäjoki University of Applied Science to support the development of education and research in the social sector that are in line with the purpose and the values of the Fund. Such activities include research and development projects, the building of development networks, publishing activities, training events, development of training and research environments, familiarisation trips in Finland and abroad by staff and students, recruitment of special experts for development work (for a fixed term) and increasing expertise in working life and/or research/development in teaching provided in the field of social work (e.g., seminars or paid lecturers).

The Administrative Committee of Anja Mäntylä Fund can also on its own initiative launch research and development projects focusing on social issues and promote development networks in the social sector, act as a publisher and organise training events on themes related to the social sector.

6 Administrative Committee of the Fund

Anja Mäntylä Fund has an Administrative Committee appointed by the Board of Directors of Seinäjoki University of Applied Sciences. The Administrative Committee has four members. At least three of the members shall have knowledge of the education and research and development activities in the social sector. The Committee members choose a chair and a vice-chair among themselves for two calendar years at a time. Membership of the Committee ends by decision of the Board of Directors of Seinäjoki University of Applied Sciences. New members to the Administrative Committee are appointed by decision of the Board of Directors of Seinäjoki University of Applied Sciences based on a proposal made by the Committee.

The Committee’s reasonable meeting costs and travel costs related to the meetings will be compensated for according to the Finnish Tax Authority’s guidelines and are covered from the resources of the Fund.

7 Management of the Fund

The Fund is managed by Seinäjoki University of Applied Sciences (Board of Directors). The Administrative Committee of the Fund decides on the activities of the Fund within the limits of the annual authorisation with regard to activities implemented both by actors external to Seinäjoki University of Applied Sciences and by Seinäjoki University of Applied Sciences. The annual authorisation for the use of the Fund is based on the plan of action and use of the Fund presented by the Administrative Committee and approved by the Board of Directors of Seinäjoki University of Applied Sciences.

8 Reporting on the operation of the Fund

The Administrative Committee of Anja Mäntylä Fund reports on its operation annually to the Board of Directors of Seinäjoki University of Applied Sciences.

9 Agent of the Fund

The Fund has an Agent who is not a member of the Administrative Committee and who has an employment relationship with Seinäjoki University of Applied Sciences. The Agent is appointed by the Board of Directors of Seinäjoki University of Applied Sciences.

10 Operating rules of the Fund

Provisions on the internal organisation and procedures of the Administrative Committee and the duties of the Agent are separately laid down in the Operating rules of the Fund, which are confirmed by the Board of Directors of Seinäjoki University of Applied Sciences.

11 Changing the Rules of the Fund and termination of the Fund

The decision on changing the Rules of the Fund or on the possible termination of the Fund is made by the Board of Directors of Seinäjoki University of Applied Sciences. It the Rules of the Fund are changed, the changed rules must comply with the original purpose of the Fund. Similarly, the resources left at the time of the possible termination of the Fund must be used for the implementation of the above-mentioned purpose.
